Edward Street Improvements - Schedule ‘C’ Municipal Class Environmental Assessment Notice of Completion
Background
In February 2018, the Town of Whitchurch-Stouffville initiated a Municipal Class Environmental Assessment (MCEA) to facilitate improvements to Edward Street, including an extension to Millard Street. The project study area includes Edward Street from Main Street to Millard Street for a distance of approximately 680m, as illustrated in the accompanying map.
A Public Information Centre was held on November 25th, 2019 to present design options for the chosen Preferred Solution and solicit input from interested parties. After a review of comments received, Design Option 2 has been selected as the Preferred Design. Design Option 2 involves the reconstruction of Edward Street from Main Street to the current termination point and extends the corridor to Millard Street. It also includes:
- Fully urbanized cross-section of the entirecorridor from Main Street to Millard Street
- Two 4.25m wide shared lanes
- A 3.0m wide multi-use path on the east side ofthe corridor for the entire project length fromMain Street to Millard Street
- A 1.5m sidewalk on the west side of thecorridor for the entire project length from MainStreet to Millard Street
- Servicing improvements
Environmental Study Report
In accordance with Phase 4 of the Schedule ‘C’ MCEA process, an Environmental Study Report (ESR) has been prepared to document the MCEA process completed for this undertaking and by this Notice is being placed in the public record for a 30 day public review and comment period. A digital copy of the ESR will be available on the Town of Whitchurch-Stouffville’s website on November 26, 2020 at townofws.ca. A hard copy of the document will also be available for review during regular business hours on November 26, 2020 at the Whitchurch-Stouffville Public Library located at 2 Park Drive, Whitchurch-Stouffville, ON L4A 4K1.

On July 21, 2020, the Province passed the COVID-19 Economic Recovery Act, which included important amendments to the Environmental Assessment Act (EA Act). The EA Act changes the Part II Order appeal process for MCEA projects. The Part II Order Request process will only apply if the objection relates to Aboriginal or treaty rights. In the event there are outstanding concerns regarding potential adverse impacts to constitutionally protected Aboriginal and treaty rights, Part II Order Requests on those matters should be addressed in writing to:
