Building Permit Application Forms
The following is a list of applications and forms relating to construction. Only complete the applications and forms relevant to your project.
- Zoning Compliance Application: This application form must be completed by either the property owner or the owner's representative. Building permit applications are considered incomplete until zoning compliance review confirms that the proposed construction complies with the Town's zoning by-law
- Building Permit Application: This permit application form must be completed by either the property owner, or the owner's representative. It is for approvals related to constructing a new building, addition, renovation, demolition, private sewage system, plumbing system, pool/hot-tub, sign, designated structure, second suite and change of building use.
- Designer's Schedule: This form must be completed by each designer for each part of a building or system they are designing. This form does not apply to an Architect or Engineer. Owners acting as designers may be exempt from certain qualifications, such as having a BCIN (Building Code Identification Number), but must still take responsibility for their own design by completing this form.
- Septic Installer's Schedule: This form must be completed by either the property owner, or the owner's representative, where the design includes changes or replacement of a septic system. This form does not apply to urban Stouffville properties served by a public sewer system.
- Plumbing & Drain Declaration: This form must be completed by either the property owner, or the owner's representative, where the design includes plumbing work.
- Applicable Law Declaration: This form must be completed by either the property owner, or the owner's representative, by checking all the box(es) that apply to your situation.
- Encroachment Application: Where a portion of the work involves public property (such as driveway widening and entrance relocations) an encroachment application is required at the same time an application is made for a Building Permit.

Fixed Sign Variance Application: This application can be made if you wish to have a sign that does not meet the Town's current Signs & Advertising Bylaw. You should be aware that fees are non-refundable and there is no guarantee that your variance will be granted. The Chief Building Official will decide whether this application is more appropriately reviewed as a Staff Variance or Council Variance.
- Designer's Ontario Building Code Summary: This form must be completed for each large or complex project by the lead Designer, lead Architect or lead Professional Engineer. Designer's of detached, semi and town style homes (including related structures) are exempted from completing this form.
- Professional Commitment to Review: This form must be completed for each large or complex project relating to each portion of a building or system that requires professional design by an Architect or Engineer.
- Energy Efficiency Design Summary (Prescriptive): This common form is used by a designer to demonstrate that the energy efficiency design of a house complies with the building code using prescriptive methods. Please note that this form cannot be used where the exposed gross area of all windows, sidelights, skylights, including glass in doors, exceeds that of the gross exterior walls by more than 22%.
- Energy Efficiency Design Summary (Performance): This other form is used by a designer to demonstrate that the energy efficiency design of a house complies with the building code using performance methods. Information contained in this form must accurately reflect the drawings and specifications being submitted..
- Fire Route Application: Concurrent with the building permit, this completed application is required where the building is served by a Fire Route, it must be submitted to and be approved by the Fire Department prior to occupancy. Fee Information
The following is a list of information on charges and fees relating to construction.
- Town Fees Bylaw: This consolidated bylaw (referenced by the Town's Building Bylaw) includes fees related to construction and all other Town services. Except as exempted elsewhere in the by-law, all fees and charges are due at the time of application. Information related to building permits start on Schedule 'E'. This bylaw excludes costs related to Town/Property Owner agreements, development charges and cash-in-lieu of parkland/parking.
- Planning Fee Index: This table provides a summary of the Town's planning application fees.
- Development Charges Guide: This guide is made to help owners understand how to calculate Regional, Town and School Board Development Charges. The guide also provides information on exemptions.
- Town Development Charges Bylaw: This indexed bylaw is provided for accurate information relating to Town Development Charge only. Regional and School Board Development Charge Bylaws can be found on their respective websites.
- Cash-in-Lieu of Parkland Bylaw: This bylaw is provided for information relating to calculating for Cash-in-Lieu of Parkland. This fee is used to support local parks and is charged at a rate of 2% of the land value for industrial and commercial uses and at a rate of 5% of the land value for residential and institutional uses. Collection of these monies may happen when constructing a new home in certain subdivisions.

The following general information list is geared toward helping building designers and professionals hired by homeowners.
- Building Bylaw: This By-Law is provided to give precise instruction on all Building Permit processes. All persons and professionals submitting information in support of a building permit application must provide sufficient and complete plans/information so that any builder can fully construct the proposed building or structure based on this submission and in accordance with every applicable law.
- Sign Bylaw: This By-Law is provided to give precise information on signage requirements within The Town of Whitchurch-Stouffville. All persons and professionals submitting information in support of a sign (building) permit application must provide sufficient and complete plans/information so that any builder/installer can fully construct/secure the proposed sign to the building or structure based on this submission and in accordance with every applicable law.
- Design Qualifications Table: This chart is created to help owners and applicants understand the minimum legislated qualifications needed for each type of building when deciding between a Certified Designer, an Architect or a Professional Engineer.
- Design Data Table: This chart is created to help Designers, Architects and Engineers know specific forces that must be used in local area building structural design.
- Acceptable Toilets List: This list is created to help building permit applicants choose and specify a toilet that meets water efficiency targets while still working properly.
- Ontario Building Code:This quick link is given to help professional designers and builders find current technical requirements. This regulation must be followed in order to obtain any Building Permit in Ontario. Since this document is very large it may take a while for it to load depending on your internet service.
