Maintenance
The Town of Whitchurch-Stouffville manages the operation and maintenance of municipal roads and sidewalks. Some maintenance is scheduled to occur each year; however, most is scheduled for maintenance only as the need arises. Any issues reported by the public are tracked and then repaired on a priority basis. To report an issue or for general inquiries, please contact our Customer Service Centre.
The Town takes great care in providing maintenance operations, however, are not responsible for damage that may occur to items placed on Town property (known as encroachments) such as watering systems, interlocking brick work, concrete and wood curbs, etc. Before building or changing anything on Town property, please refer to our information on encroachments.

Culverts
Routine inspections are done annually, repairs or replacements done as required. Cleaning is done if culvert is more than 25% blocked.
Ditching Operations
Inspection and clearing of debris in ditches is done as needed between April and November of each year. Ditch restoration consists of hand spreading seed in rural areas and sod in urban conditions.
Dust Control
A dust control agent is applied to gravel surface roads annually to protect the investment in the road surface, eliminate traffic hazards and nuisances to property owners.
Gravel Road Grading
Grading of gravel roads is carried out at least once per frost-free month or as needed to maintain smooth and safe driving surfaces.
Sidewalks
Trip ledges, cracks, and other sidewalk damage are temporarily repaired on a priority basis. Repairs to damaged sidewalks are undertaken by the Town, as necessary. If required, major sections of damaged sidewalks and curbs are replaced by public tender each year.
Snow Removal
The Public Works Department offers the following road related services:
- Snow Plowing of Roads and Sidewalks
- Sanding and Salting
- Culvert steaming/cleaning
- Windrow Clearing Service
Streetlights
The Public Works Department is seeking the assistance of residents in reporting streetlight outages. This may be done at any time by calling the Customer Service Centre .
Please be sure to give a detailed description of the location of the streetlight.
*Please note streetlights are generally repaired within ten (10) business days.
Storm Sewers and Catchbasins
Storm sewers, catchbasins, manholes and curb and gutters are inspected annually and repaired as required. Annual cleaning of all catchbasins is done on an as needed basis and completed prior to the Region of York's Larviciding Program.
Street Signs/Pavement Markings
All damaged, defaced or illegible traffic control signs are replaced or repaired as required or as soon as notified. Traffic control signs are erected in accordance with the requirements of the Ontario Manual of Uniform Traffic Control Devices and the Ontario Highway Traffic Act.
Street Sweeping
The Town of Whitchurch-Stouffville begins its annual Spring Sweeping Program at the end of April each year, weather permitting, to clean all Town streets of sand and debris deposited on the street during the winter.
Traffic Signals
Routine maintenance of traffic signals, including cleaning, re-lamping, controls, cabinet inspection and conflict monitor checks performed annually or as needed. Emergency repairs performed as soon as possible after being notified.
