Parking By-laws: Did you know?
Did you know that the Town of Whitchurch-Stouffville does not permit parking on side or front lawns according to parking by-law 2008-114-PR?
The Town uses proactive and complaint based parking enforcement. Contact our Central Customer Service Centre if you have a parking complaint or concern.
There is a 3-hour limit for on-street parking year round. Winter Parking Restrictions take effect December 1 through to and including March 31. There is to be no parking between 2 a.m. and 6 a.m. which will be enforced.
Any vehicle without valid license plates parked on a street or in a Town parking lot, will be tagged and/or towed as an abandoned vehicle. York Regional Police will receive information from Town By-law Officers when a vehicle is towed. During business hours, please contact our By-law Enforcement if you suspect your vehicle has been towed. After hours, please contact York Regional Police (non-emergencies only).

The Parking Permit Process
Residents that require parking for guest's driveway repairs and overnight guests may obtain a free parking exemption from the Town for up to 12 times a year per license plate. Visit paytickets.townofws.ca to get your On-Street Parking Permits and Lot Permits
For longer parking needs you may purchase permits for Facility Parking Lots where overnight permits are available

- Memorial Park Main Lot (8 Park Drive South)
- 6240 Main Street (back lot)
- Stouffville Arena (Ninth Line North),
- Stouffville Clippers Complex (Weldon Road)
- SoccerCity (Innovator Drive)
- Whitchurch-Stouffville Leisure Centre and Public Library (Park Drive South)
Parking Permits are available by filling out the online form.
All fields on the online form are required. The permit application will require a valid email address and the ability to print. Permits are required to be displayed, clearly visible, on the driver's side dashboard of the vehicle. Failure to display the permit properly may result in a ticket.
Parking permits are the property of the Town of Whitchurch-Stouffville, any misuse or unauthorized reproduction will result in termination of permit.
All permits:
- must be properly displayed at all times while parked
- are valid for the plate # printed on the parking permit only for time indicated
- are non-refundable and non-transferable
- may be revoked or cancelled when it is necessary to ensure public safety, when it was obtained through the submission of false, misleading or fraudulent information, or when the vehicle in respect of which the permit was issued has an expired validation sticker
The acceptance of the permit relieves The Town of Whitchurch-Stouffville or agent of any responsibility for damage, loss of vehicle contents, and accessories from any cause whatsoever
Vehicles without a valid or properly displayed permit will be ticketed and/or towed (at owners' expense)
Valid Parking Permits only exempt vehicles from Overnight or 3-hour parking restrictions. They do not provide exemption from other parking infractions, such as:
- Interfering with snow clearing operations
- Parking within 3 metres of a fire hydrant Parking within a "No Parking" or "No Stopping" zone
- Parking within 9 metres of an intersection
- Parking left wheels to the curb

All permit start times are 12:00 midnight unless purchased after 12:00 midnight on the same day.
All permit expiry times are 11:59 pm on the end date
Permit Limitations:
- Limited to 12 per calendar year, per plate number (On-Street Permits only)
- Permits cannot be used for commercial vehicles, boats/trailers, school buses, recreational vehicles, un-plated vehicles or vehicles with expired stickers
- Permits will not be issued for vehicles with outstanding Town of Whitchurch-Stouffville parking infractions or persons who have exceeded their exemptions for the year of On-Street Permits,
- On-Street Permits are not applicable during winter maintenance activities (i.e. snow flurries, snow clearing and sanding/salting operations). If a permit has been obtained during winter maintenance activities the On-Street Permit becomes null & void & any tickets issued will not be cancelled.
Please note if the Town has a special event in any of the Facility Parking Lots that a permit has been purchased, the permit holder will be required to relocate in another Facility Parking Lot
These Special Events include:
- Tree Lighting Tour (first Friday of December)
- Pre-Parade party before the Santa Claus parade (first Saturday in December (6240 Main Street Lot will be affected)

Personal information contained in the permit parking application is collected under the authority of the Town's current Parking By-law and will be used for the purpose of processing a parking permit. Parking Ticket Payments
Within 15 days of the date of the parking ticket, you may choose one of the following two options:
- Together with your ticket, mail or deliver payment to 111 Sandiford Drive, Stouffville, ON L4A 0Z8
- Cheque or money orders can be made payable to the Town of Whitchurch-Stouffville (please note your parking ticket number on the front of your cheque or money order)
- Dishonoured cheques will be subject to additional administration fees in addition to any late payment fees
- For your convenience, cheque or money order payments may be placed in the mail slot of the Municipal Offices outside of normal business hours
- Payments made in person may be made by cash, debit, VISA or MasterCard from Monday to Friday, 8:30 a.m. to 4:30 p.m.
- Cheque or money orders can be made payable to the Town of Whitchurch-Stouffville (please note your parking ticket number on the front of your cheque or money order)
- If you wish to dispute your parking ticket, you must have an appointment. Appointments are held Wednesdays from 9:00 a.m. to 4:00 p.m. You may call Customer Service to book an appointment for you or your representative to attend the Municipal Offices in person. Please bring your ticket to your appointment.

Parking Tips
Parking on both sides of the streets restricts access for emergency vehicles. During the day, please do NOT park directly opposite a vehicle that is already parked on the road. It is very difficult and sometimes not possible to get our emergency vehicles through cars parked this way on our residential streets. Please note that overnight parking between the hours of 2:00 a.m. and 6:00 a.m. is prohibited on all streets between December 1 and March 31, regardless of your vehicle's location.
How can you help us? When parking, ask yourself if your vehicle will block the passage of an emergency vehicle. If yes, please move your vehicle. Wherever possible, please park in your garage or fully on your driveway. When it snows please make sure you remove your vehicle from the roadway. Help us keep the roads clear, safe and easily accessible.
Do not park directly opposite another vehicle on the other side of the road.
