Town Addresses Residents' Water Bill Concerns

Property tax bills are mailed by the Town twice per year with two instalments each for a total of four payments. Please refer the schedule below.

Failure to receive a tax bill does not exempt the taxpayer from late penalty charges (Municipal Act, 2001, Section 343)

NEW Virtual Town Hall

Virtual Town Hall allows property owners to access a variety of online services including:

  1. Viewing Property Tax bills and transaction history (Please note:  you must be enrolled on e-bill to view your tax bills)
  2. Viewing Water bills and transaction history
  3. View and request a change for your mailing address on file.
    (Your request will be submitted through GP system and must be approved by Town staff before it will be active)
  4. View MPAC assessment values for the property, which are used to calculate your annual taxes. (Assessment values are updated in each year)​
  5. Enroll in e-billing for water and property tax bills.
    1. This will also allow you to all correspondence through email
  6. Pre-authorized payment plans:
    1. Enroll
    2. Cancel
    3. Change banking information
  7. Make debit card or credit card payments towards property taxes, water bills or accounts receivable invoices
    1. Credit Card payments are made through a 3rd party – applicable fee is charged and collected by the 3rd party only (PayTM)
    2. These payments will be electronically uploaded by staff the next morning and posted to the property tax and/or water account.

In addition to access by property owners, we also provide access to law firms and mortgage companies to purchase online tax certificates and make their payment by debit or credit card.

How to Pay

The Town of Whitchurch-Stouffville offers a number of convenient ways for you to pay your property taxes. Click here to discover your options.

Penalties and Interest for Late Payment

Interest at the prevailing rate is added on the first day of default as well as on the first day of each month thereafter.

To avoid interest and penalty charges, payment must be received at the municipal offices by the due date specified on your bill.

Failure to receive a tax bill does not exempt the taxpayer from late penalty charges (Municipal Act, 2001, Section 343)

Bought and Sold a Home?

The Town of Whitchurch-Stouffville will mail the tax bill to the property owner on record when the tax bills are issued. When you buy a home, please check with your lawyer or the tax office to confirm when the next payment is due on your property taxes as penalty/interest charges will apply on late payments regardless of any change in ownership. If you receive a tax bill from a property you no longer own, please return the tax bill to us, telling us you no longer own the home

Please make sure that you or your financial institution update your 8 digit property roll number when you sell and relocate to a new property address in Whitchurch-Stouffville. Property roll numbers are assigned to the property and not the home owner. Failure to make this change will result in the payment being applied to your former property. To correct the applied payment, an administration fee, in accordance with our Fees and Charges By-law, may be charged to the new property roll number.

How do I change the ownership of a property?

The Town of Whitchurch-Stouffville requires a copy of the transfer deed to make ownership changes on your property tax account.  Your lawyer can email the Tax Department a copy to tax@townofws.ca.  Once we receive the transfer deed, our Tax Clerk will make the necessary ownership changes and the purchaser will receive a Change of Ownership Information letter providing the current balance and the date and amount owing of any future instalments that have been billed but not yet due.   

Is there a charge for new ownership?

There is an administration fee, in accordance with our Fees and Charges By-law, that applies to all tax accounts when the ownership is changed.  The 2020 fee is $31.00.  A Notice of Title Change Surcharge invoice is mailed with the Change of Ownership Information letter.

How do I order a Tax Certificate?

Tax certificate requests can be ordered through Virtual Town Hall using credit card payment (Please see information above on how to register) or requests are accepted by a letter accompanied with a $100.00 cheque.  The service address and full legal descriptions are required to request a tax certificate.  The tax certificate will be emailed or mailed by regular mail to the requestor.  A verbal will only be provided once the tax certificate request is complete and can be processed.  Verbal information will be provided up to 3 months from the date of the tax certificate.

How Your Taxes Are Calculated

Your taxes are calculated on the assessed value of your property as reported by the Municipal Property and Assessment Corporation (MPAC) and multiplying by the current tax rate.

Assessment (e.g. $575,000) x 2020 Tax Rate (0.724655%) = Total Taxes ($4,166.77)

How Your Residential Tax Dollars Are Spent

  • 34% to the Town of Whitchurch-Stouffville to pay for local municipal services: road and sidewalk maintenance, planning, parks, recreation, arts and culture, library, fire, etc.
  • 44.7% to York Region to pay for regional services: police, ambulance, recycling, road maintenance, waste collection, transit, etc.
  • 21.3% to the Province of Ontario for education.

Postal Disruption: In the event of a Canada Post service disruption, payments normally mailed to the Town must still be made by their due date.  Alternative methods:  payments can be made at your financial institution (online or telephone banking) through Virtual Town Hall or using the dropbox at the Town office.
