Stouffville Welcomes Provincial Action to Strengthen Municipal Enforcement of Illegal Land Uses
The Town of Stouffville welcomes the Province of Ontario’s proposed legislative changes under Bill 10: Protecting Ontario’s Streets and Communities Act, 2026, which would provide municipalities with stronger and more efficient tools to address illegal land uses and zoning by-law violations.
As one of Ontario’s fastest-growing communities, Stouffville is committed to balancing growth with the protection of residents, agricultural lands, natural heritage features, and municipal infrastructure. Unauthorized land uses can create significant challenges for municipalities, including impacts on road networks, environmental concerns, drainage issues, and compatibility with surrounding neighbourhoods and rural areas.
The proposed legislation would allow municipalities to use Administrative Monetary Penalties (AMPs) for Planning Act matters, representing a significant modernization of municipal enforcement. Currently, zoning by-law violations often require lengthy court proceedings that can take years to resolve and demand considerable municipal resources.
The introduction of AMPs would provide municipalities with a more timely, effective, and cost-efficient approach to addressing non-compliance, helping improve enforcement outcomes while reducing reliance on lengthy legal processes.
"Municipalities need practical tools to respond quickly when land uses do not comply with approved planning regulations," said Stouffville Mayor, Iain Lovatt. "These proposed changes recognize the challenges communities like Stouffville face as we continue to grow and evolve. Stronger enforcement tools will help municipalities protect residents, support responsible development, and maintain the integrity of our planning framework."
The Town also supports the Province’s commitment to exploring solutions that address the underlying factors contributing to unauthorized land uses, including opportunities for appropriate truck and trailer parking in strategic locations near provincial transportation corridors.
Together, these measures reflect a balanced approach that strengthens municipal enforcement while supporting economic activity and long-term infrastructure planning.
Stouffville will continue to work collaboratively with municipal partners, industry stakeholders, and the Province to advocate for policies that support sustainable growth, protect community interests, and provide municipalities with the tools needed to effectively manage land use across Ontario.
