Housing Reports

Municipal Planning Data

The Municipal Planning Data Reports contain detailed tables of information collected on various planning applications for a three-month period, along with the number of new housing units proposed and approved. The data is collected and shared in accordance with Ontario Regulation 73/23: Municipal Planning Data Reporting.

Housing Needs

On April 16, 2025, Town Council endorsed the Town’s Housing Needs Assessment (HNA), March 2025.  The purpose of the HNA is to identify the greatest housing needs in our community, and the type of housing that is needed to provide suitable, adequate and affordable housing.

The HNA is a federal requirement for the Town to receive funding through the Canada Community-Building Fund, the Housing Accelerator Fund (HAF), and future federal transit and infrastructure funding.  The HNA is required to be updated every five years.

The Town’s HNA identifies the need for more housing options and affordable housing within the Town, particularly geared towards seniors and younger families.  Furthermore, the HNA outlines a number of initiatives and strategies the Town is currently undertaking and should pursue to address the Town’s housing needs.

Housing Strategy

The Town undertook a Housing Strategy to inform the development of new policies as part of the Town’s Official Plan Review (OPR). The Housing Strategy serves as a guide for the recommended goals, actions, outcomes and targets to support the development of a range and mix of housing to meet the Town’s housing needs along the housing continuum and support affordable housing options.

The Strategy also ensures an appropriate amount and mix of housing to accommodate the forecasted population growth in the Town to 2051, along with assisting decision-makers, stakeholders, and community members in understanding key issues facing the local housing market, and provide policy recommendations to inform decision making.

The Housing Strategy was divided into two phases:

  • Phase 1: Housing Background Report – analysis of housing needs and supply in the Town; and
  • Phase 2: Housing Strategy – address the challenges and close gaps between housing needs and supply and identify policy directions to provide for a full range of housing within the Town.

Accelerator Fund

Earlier this year, the Town was awarded $8 million from Canada Mortgage and Housing Corporation (CMHC)’s Housing Accelerator Fund (HAF) program in support of the National Housing Strategy. The Town has formed an agreement to complete seven (7) local HAF initiatives and other associated projects, to create additional housing while supporting long-term systemic changes in the Town.

Municipal Housing Pledge

In 2021, the Town pledged to commit to the Minister of Municipal Affairs and Housing to achieve a housing target of 6,500 new dwelling units by 2031 as allocated by the Province of Ontario.  The Town has committed to thirteen (13) actions and initiatives to achieve the pledged housing target to support the overall provincial target of building 1.5 million homes in Ontario.
