New Sign By-law Project

The Town of Stouffville is undertaking a New Sign By-law Project to consolidate and modernize the Town’s existing sign by-laws, including the Portable Signs By-law (2016-165-RE) and the Signs and Advertising Devices By-law (2016-012-RE). These two sign By-laws will be consolidated into one new By-law. The existing Election Signs By-law (2018-050-RE) will also be updated as part of this project but will remain as a standalone document.

Objectives

The New Sign By-law and the updated Election Signs By-law will guide residents and business owners who erect signs for their facilities, businesses, and services and ensure signs are designed, installed and maintained to meet the Town’s design objectives and ensure public safety.

The Town of Stouffville currently has three different by-laws that regulate signs:

  • Election Signs By-law;
  • Portable Signs By-law;
  • Signs and Advertising Devices Bylaw; the latter of which deals with permanent signs.

Through the sign by-laws, it is important to develop an effective strategy to address and regulate new signs within the Town while balancing the objectives of the Town’s other by-laws including but not limited to the existing urban design guidelines, zoning by-law, and official plan. The goal of the new sign by-law is to ensure the safety of the public; support businesses, facilities, and services; and improve the appearance of buildings and neighbourhoods.

Timeline

The Town has retained SGL Planning & Design Inc. and its team of consultants to undertake the
New Sign By-law project in three key phases:

Phase 1

Phase 1 commenced in July 2026, during which a shared understanding of the project objectives and detailed workplan was developed with the consulting team and the Town.

Phase 2

Phase 2 will involve a review of the existing sign by-laws, as well as a best practice review of
other municipalities’ sign by-laws within the Region of York and beyond. This phase will also include engagement with interested stakeholders including members of the public. As part of this, a survey will be conducted to garner feedback on the existing sign by-laws. Phase 2 will conclude with a recommendation report detailing the findings of the background review and preliminary recommendations for the New Sign By-law.

Phase 3

Phase 3 will include the preparation of the draft New Sign By-law and its presentation to Council for direction. A Public Open House to present and receive feedback on the draft New Sign By-law will be held before the by-law is finalized and presented to Council for approval.

Get Involved

There will be an online public survey to gather feedback on the New Sign By-law and a Public Open House to review and give feedback on Preliminary Recommendations for the New Sign By-Law.
