Westfield Estates Neighbourhood Land Use Study

The Town has completed the Westfield Estates Neighbourhood Land Use Study to help guide potential future planning and development applications in the Westfield Estates Neighbourhood.

On November 5, 2025, Town Council endorsed in principle the Westfield Estates Neighbourhood Block Plan. The Block Plan is an important planning tool that provides enhanced land use direction aligned with the Town’s Official Plan.

The Block Plan outlines key elements to help support cohesive growth in the neighbourhood, including:

  • Community design principles
  • Intended future land uses
  • Built form considerations
  • Park and open space requirements

The Block Plan will help Town staff evaluate potential future development applications and ensure that growth is considered in a coordinated way.

Background

The Westfield Estates Neighbourhood is generally located within the Cam Fella Boulevard, Aintree Drive, and Asbury Park Court area on the eastern edge of the Community of Stouffville.

The neighbourhood is characterized by large lots, single-detached homes, expansive lawns and yard setbacks, mature trees, ponds, natural features, and a unique street and block pattern that reflects an estate-style subdivision.

The area has experienced increasing redevelopment pressure, including recent planning approvals for infill and intensification along Main Street and Cam Fella Boulevard.

The Town initiated the Land Use Study to develop a vision and land use plan for the neighbourhood. The Study will help the Town plan for and evaluate potential future redevelopment applications while considering infrastructure, community services, facilities, parks, and the needs of both existing and future residents.

What the Block Plan Does

The Westfield Estates Neighbourhood Block Plan provides guidance for potential future redevelopment in the area.

The Block Plan will help inform future updates to the Town’s Water and Wastewater Master Plan, Parks Plan, Comprehensive Zoning By-law Review, and updated Urban Design Guidelines.

These future planning tools will help provide a framework for implementing the Block Plan recommendations over time.

What This Means for Residents

The Block Plan is intended to guide change over the long term, should redevelopment occur.

The Land Use Study does not:

  • Rezone any properties
  • Redesignate any lands
  • Change what is currently permitted on a property
  • Require any residents to sell their property
  • Approve future development applications

Any future redevelopment beyond what is currently permitted would still require a formal planning application, public consultation, and Council approval.

Project Goals

The Westfield Estates Neighbourhood Land Use Study was completed to:

  1. Develop a vision and land use plan for the neighbourhood.
  2. Provide direction for potential future redevelopment applications.
  3. Support coordinated growth that considers infrastructure, parks, community services, and facilities.
  4. Provide greater clarity for residents, developers, Town staff, and Council.
  5. Help guide future planning tools and studies, including zoning, urban design, parks, and servicing work.

Community Engagement

Community and stakeholder feedback helped inform the Study and development of the Block Plan.

  • Public Open House on October 2, 2024
  • Background Review and What We Heard Report
  • Public Open House on March 18, 2025
  • Presentation of draft land use options
  • Council update on June 18, 2025
  • Final Block Plan presented to Council on November 5, 2025

Current Status

The Westfield Estates Neighbourhood Block Plan was endorsed in principle by Council on November 5, 2025.

The Block Plan will now be used as a planning tool to help guide the review of potential future development applications and inform future Town planning work.

More information

Land use plans are created for areas that are currently experiencing or expected to experience growth and development pressure. A land use plan sets the neighbourhood’s vision to help Town Council and staff make decisions about potential future redevelopment applications to ensure growth occurs in a strategic and coordinated manner. It provides greater clarity around expectations for land use, built form, parks, and infrastructure services for residents, developers, and the Town.

A land use plan does not change what is currently permitted on a property based on the current zoning.

The Westfield Estates Neighbourhood is a community that is facing increasing development pressure. Notably, a significant development proposed under two separate applications fronting on Main St. were approved by Council in May 2024. The development includes 141 total units which include 117 townhouse dwellings and 24 smaller-lot single detached dwellings. The density and built form marks a significant shift from the existing large lot single family neighbourhood. A land use plan is needed to help guide where new residential buildings will be built, what form they will take, and how residents will have access to parks, mobility options, and other services.

Realization of the land use plan may take place over time. The Land Use Plan does not rezone a property and development applications would still be required before anything beyond what is currently permitted could be built. Any planning applications for redevelopment would require public consultation and Council approval.

This study will not rezone or redesignate any land, but is anticipated to be used to inform and evaluate potential future privately initiated planning applications. This study will not result in any residents being required to sell their property.

Any land use options presented in this study will be used as high-level guiding principles to help the Town and Council review potential future development applications. They will not change what is currently permitted on any given property. Any further redevelopment will continue to go through the required public planning application processes.
