Street Naming and Municipal Addressing

Street Naming

New public and private roads in the Town of Stouffville are assigned names from the Town's Approved Street Name Inventory, which is regularly reviewed and updated by staff.

Members of the public may request to add a street name to the Town's inventory by completing the application and emailing it to developmenthelp@townofws.ca. Requested names will be reviewed by the Town's Street Naming Committee and the Region of York’s Planning Department before being given final approval from Town Council.

Please note: Memorial requests are not considered by the Street Naming Committee. Requests of this nature should be directed to the Town’s Memorial Dedication Program. For more information, please review the Memorial Dedication Program Guidelines.

Municipal Addressing

A municipal address permits others to locate buildings and properties and is key for timely emergency service response.

Addressing Protocol

Addressing By-law 2022-024-RD was adopted on March 23, 2022, and applies to every property in the Town.

  • This By-law is set out to provide direction on street numbering of properties, buildings, and structures.
  • Intends to implement a fair and transparent process for how municipal addressing is assigned within the Town and provide an objective and unbiased approach to approving addressing of developments or request for changes of addresses.
  • Establish a criterion for consistent, consecutive, predictable, and sequential street numbering throughout the municipality. 

Property Addressing Advisory & Review Committee

The Property Addressing Advisory & Review Committee (PAARC) is an internal advisory and review body that meets on a quarterly basis to review and advise on change of address requests that seek exemption from the protocol and the addressing by-law. All address change requests including seeking exemption from the protocol and addressing by-law will be brought forward to PAARC for review and decision.  

Dwelling Type Address Numbering Intervals

  • Semi-detached and Townhomes: 2
  • Single Detached: 4

Addressing and Re-Addressing Triggers

  • Draft Plan of Subdivisions
  • Site Plan Applications
  • Condominium Applications
  • Consent Applications
  • Where a new road is being developed or a road is being realigned, existing properties may be affected and require re-addressing off of a new street to accommodate future development beyond the existing property.
  • There may be instances where an addressing error or omission is brought to Staff’s attention that results in a required address change. This could be due to municipal addressing being out of order on a street, the initial assignment of addressing was done incorrectly or there was an error or omission in the development of the Addressing By-law as a few examples.

Request For Address Change

The Town  of Stouffville has an application and review process for property addressing. To receive a municipal address, or to make a change to your current municipal address, please follow the steps below. Please note, the submission requirements and process are dependent on the type of property that is being addressed.

  1. Submit an inquiry to developmenthelp@townofws.ca with the completed Request For Address change form with the required first portion of the Change and Assignment of Address fee
  2. The request will be reviewed by planning staff and will be brought to the quarterly PAARC meetings for review & decision.
  3. PAARC will determine whether the request be approved or denied based on its conformity with all applicable Town guidelines and programs. 
  4. If the request is approved at PAARC, the applicant will be required to pay the second portion of the Change and Assignment of Address fee and a by-law will be prepared for Council

Vacant Lands

A Vacant Land that does not have a municipal address will not receive a municipal address until a development or building plan is put forth to the municipality. Addressing may be assigned as landowners require municipal addresses for numerous different reasons (i.e., utility companies, registration of business, etc.).
