Paying Your Water Bill

Your water bills are used to help fund the operating and maintenance of the Town of Stouffville’s water and sewer system. Learn how to pay your water bill, view due dates and water rates and learn how to transfer your account if you are moving.

Payment methods

There are a variety of options available to pay your water bill in Stouffville. Please ensure that we receive your payment by the due date. Outstanding water bill amounts will be charged interest at 1.25% per month.

You can sign up for a pre-authorized water payment plan to pay your water bill, which will automatically withdraw money from your bank account to pay your bills. 

You can pay your water bill through our Virtual Town Hall. Visit the homepage to register, view your accounts and sign up for e-billing.

You can pay your water bill through your bank online, over the phone or in-person using your nine-digit water/sewer account number shown on your water bill. A banking fee may apply. Please allow enough time for your bank to make payments to us by the due date. Contact your bank for more information.

Please make all cheques payable to the Town of Whitchurch-Stouffville and include your payment stub. Cheques may be postdated to the due date.

We accept in-person water bill drop off payments by cheque, cash or debit card at our municipal office at 111 Sandiford Dr., Stouffville

Bill due dates

Water bills are due four times per year, with dates in January and April being billed at the previous year’s rates, and dates in July and October billed at the current year’s rates.

January 25, 2024 (4th Quarter billing for 2023 - billed at 2023 rates)

April 26, 2024 (1st Quarter billing for 2024 - billed at 2023 rates)

July 26, 2024 (2nd Quarter billing for 2024 - billed at 2024 rates)

October 25, 2024 (3rd Quarter billing for 2024 - billed at 2024 rates)

January 29, 2025 (4th Quarter billing for 2024 – billed at 2024 rates)

Water rates

View the water and wastewater budget, charges, and rates that determine the cost of your water bill in Stouffville. 

The Capital Infrastructure fee is a fixed quarterly charge based on your property’s meter size. This gives the Town a stable source of annual funding to cover the costs of maintaining water supply and delivery as well as wastewater collection and treatment.

If you are moving

Learn what you need to do about your water account before moving when you buy or sell a property in Stouffville.

If you have sold a property in Stouffville that has a water meter, you need to schedule a final water meter read and provide a forwarding address for your final bill. Please complete the online Sale or Purchase Account Change Form.

If you are enrolled in the pre-authorized payment plan, you will need to cancel your payment plan and pay the final meter reading bill manually. To cancel your payment plan, please complete the online Pre-Authorized Payment Plan Cancellation Request.

Some lawyers will request this final water meter read on your behalf. Contact your lawyer directly to determine if they have submitted the request.

If you have purchased a property in Stouffville, please complete the online Sale or Purchase Account Change form Sale or Purchase Account Change Form 10 business days before the closing of the property to ensure a final water meter reading has been scheduled.

Some lawyers will request a new account to be opened on your behalf. Contact your lawyer directly to determine if they have sent the request.

A final read and new account setup fee of $69 will be charged to the first water bill issued to your new account.

Tenant-occupied properties

If you own a property that you are renting and would like the water bill redirected to your tenant, you must complete the Tenant Move in Notification form.

If your tenant is vacating the property, you must complete the Tenant Move Out Notification form. You must notify us of any tenant change.

High water consumption credit

We provide a High Water Consumption Credit to qualifying residential customers in respect to unusually high water or wastewater fees or charges, resulting from leaks. This credit will be applied against the water and wastewater fees and charges ordinarily imposed under the Town's Fees and Charges By-law.
